Is bondoing over the vents a Texas thing? I bought an RA29 with Texas plates and the vents gone and smothed over, why do people do this?

Just bought my first Celica '77 - Denver
Hi Guys, I just bought a 77 GT, its in somewhat rough shape, interior is banged up, not running a little rust here and there. I'm new to Celica's, and looking to rebuild this engine, can anyone recommend a specific rebuild kit? I've seen a few 20R kits around but not sure if I should go with the hig...
